The government must create job opportunities for the people, while the most important requirement is their genuine willingness to work, said President of the Republic of the Union of Myanmar U Min Aung Hlaing at a recent Union Government meeting.

Regarding employment opportunities, Myanmar needs systematic standards for civil service recruitment and must ensure that appropriate, suitable job opportunities are provided based on educational attainment. Only when employment opportunities, salary scales, and career advancement correspond properly to their level of education will parents be encouraged to support their children’s education in pursuit of employment prospects.

Departments and organizations under the respective ministries should create employment opportunities for people who meet the prescribed qualifications. Depending on their educational qualifications, some applicants may enter government service at different levels, from entry-level positions to deputy staff officer or staff officer positions. In addition, some job seekers apply for relevant positions in government service.

Whatever the circumstances, all applicants for employment must comply with the rules and regulations of the respective departments and organizations at their workplaces. In particular, all employees accept their appointments with a clear understanding of the salaries and allowances announced in advance before they apply for the positions. Therefore, government employees must clearly understand the financial rules and regulations and should not seek illicit income through bribery or corruption on the grounds that they need additional income to support their livelihoods. Even though employees and people across the country are facing the impacts of inflation, bribery is not a solution to their livelihood needs. Those who engage in such practices are committing crimes.

On the other hand, officials at the superior levels should regularly review the work processes of their respective departments and the daily lives of their employees to identify and address their needs. Encouragement from officials can greatly contribute to the well-being of their subordinates and motivate them to accelerate their work.

To nurture the capable and dynamic human resources the country needs, relevant ministries must conduct refresher and multiplier training courses tailored to specific disciplines, skills and qualifications. Only then can the nation continuously develop and effectively utilize the human resources required across all sectors. To motivate employees, foster a strong work ethic and enhance their workplace capabilities, officials at all levels must take the initiative to develop human resources within their respective workplaces. Only then will those who are willing to work be able to improve their capabilities and contribute to the development of their respective organizations.
