A delegation led by Union Minister for Defence LtGen Yar Pyae, who is also chairman of the National Solidarity and Peacemaking Negotiation Committee (NSPNC), held peace talks with the National Democratic Alliance Army (NDAA) in Mongla Township, Shan State, on 1 November.

The meeting followed an invitation issued by the Central Committee for prerequisite-free peace talks aimed at resolving political issues through political means. Speaking at the meeting, Lt-Gen Yar Pyae said this was the third round of talks held this year. He stressed that Special Region (4) is an integral part of the Union and that its residents are Myanmar citizens. Discussions on the region’s political aspirations would continue in accordance with the 2008 Constitution.

He added that both sides would coordinate necessary arrangements for holding a by-election in 2027 and that the government would work with relevant ministries to address the region’s needs in education, healthcare and transportation to strengthen mutual trust. NDAA Chairman U Htein Lin welcomed the delegation and expressed appreciation for the government’s support in regional development. He highlighted recent joint free medical services provided by Shan State health officials and Tatmadaw medical teams in mid-September, and the construction of new school buildings in Mongla and Silu.

Both sides exchanged views on the region’s appropriate political and administrative status under government administration, building a Union based on democracy and federalism, holding elections in Special Region 4, and promoting regional development. After the meeting, the delegation visited the 66megawatts Mongwa Hydropower Plant, located on the Namloi Creek west of Kengkham.
