Pyithu Hluttaw Speaker U Khin Yi presided over the second work coordination meeting with the chairpersons and secretaries of committees formed under the Pyithu Hluttaw yesterday in Nay Pyi Taw.
Speaking at the meeting, the Speaker said that the Third Pyithu Hluttaw has now entered its third regular session and emphasized that the work of parliamentary committees plays a crucial role in bringing the Hluttaw’s activities to a significant level of progress.
He said the committees were formed to strengthen the Hluttaw’s legislative work through detailed study, scrutiny, discussion and recommendations in their respective sectors, and that they are responsible for carrying out specialized tasks in practice. Therefore, committee members need to continuously enhance their knowledge and expertise in their respective areas.
He also called for consultations with relevant organizations on laws under review by the respective committees so that they can be amended, supplemented or repealed in line with changing circumstances, or new laws enacted where necessary. He stressed the need for committees to develop legislative calendars to make the legislative process more systematic and effective.
He emphasized that the Hluttaw must give due consideration to the voices and aspirations of the people while also focusing on legislative matters that contribute to the interests of the State. He called for consultations with relevant organizations on matters concerning the rights of persons with disabilities, protection of women and children from violence, care for older persons, the development and well-being of farmers, and disaster prevention and preparedness. Where existing laws are insufficient, he said, consideration should be given to enacting new legislation.
He also urged the committees to use Key Performance Indicators (KPIs) to assess and measure their performance and ensure tangible progress. In addition, he encouraged them to study and review the practices of parliaments in other countries and work toward building a Hluttaw that serves the interests of the country and its people.
Deputy Speaker U Maung Maung Ohn said that the role and effectiveness of the Hluttaw would be enhanced through the improved performance of individual representatives. The seminars and training courses will be conducted to further strengthen the capacity of Hluttaw representatives.
He also noted that the representatives serving on the committees have considerable experience and suggested that closer coordination and cooperation with relevant organizations will help ensure greater effectiveness in carrying out their duties and exercising their assigned powers.
