Terrorist groups CRPH, NUG, and their affiliated groups and individuals, designated as terrorists by the State Government, have reportedly issued counterfeit medical degrees to undermine Myanmar’s official education system. These fake degrees, allegedly issued by the illegal NUG-controlled Mandalay Medical University, falsely claim to allow students to apply for further studies at overseas universities. However, these universities have rejected such applications due to the illegitimacy of the documents, leaving affected students unable to pursue their education abroad.
University of Medicine (Mandalay) reportedly opened Final Part II courses on 6 January 2022, 8 February 2022, and 16 January 2023. Despite these opportunities, two individuals repeatedly failed to attend classes and violated regulations. One of them, Su Pyae Myo Thwet from Mahaaungmyay Township, Mandalay Region, missed three notifications to attend training. Similarly, Thin Zar Htet from Monywa Township, Sagaing Region, exhibited the same behaviour by missing training sessions held on 8 February 2022, 16 January 2023, and 6 May 2024. As a result, both individuals were expelled from the University.
The two of them were found to have used counterfeit temporary medical degrees issued by the illegal NUG-controlled Mandalay Medical University. These degrees were reportedly authorized by Khin Maung Lwin, a former rector of Mandalay Medical University and a disloyal civil servant (DCS) affiliated with the terrorist NUG group. Counterfeit degrees were used in an attempt to gain admission to Chulalongkorn University in Thailand.
On 19 November 2024, Chulalongkorn University flagged suspicions about the authenticity of the documents and requested verification from University of Medicine (Mandalay) in Myanmar. Upon review on 20 November 2024, University of Medicine (Mandalay) confirmed that the submitted degrees were counterfeit and not issued by the institution. Consequently, Chulalongkorn University denied admission to both individuals due to the fraudulent nature of their applications.
The counterfeit temporary medical degrees were created by Thein Chan (aka) Thein Win (BA, HGP, RL), a Notary Public operating out of an office at No 35, 35th Street, 3rd Floor, Kyauktada Township, Yangon Region. Thane Chan provided fraudulent notary services for the degrees. On 21 November, authorities apprehended Thane Chan and another individual, Thet Htet Oo (aka) Win Htet Myat, both of whom were involved in the illegal certification process. They were arrested at Thane Chan’s office while in possession of the fraudulent documents and other related evidence.
Additionally, according to Thein Chan’s statement, the counterfeit degrees were translated and certified by Myat Min Thu, the owner of a notary translation service in Kyauktada Township. Myat Min Thu was also apprehended along with the evidence used in the illegal activity. Both individuals were involved in facilitating the fraudulent processes linked to the NUG-controlled Mandalay Medical University.
As a result, the two individuals, Su Pyae Myo Thwet and Thinzar Htet, who applied for admission to Chulalongkorn University in Thailand using the counterfeit temporary medical degrees issued by the illegal Mandalay Medical University and signed by disloyal civil servant and former rector of the university, Khin Maung Lwin, will be added to the block list. They will be investigated and apprehended, with legal action taken according to the law.
Moreover, those involved in the illegal issuance of counterfeit medical degrees, including Thane Chan (aka) Thein Win, Thet Htet Oo (aka) Win Htet Myat and Myat Min Thu, will also face appropriate legal action.
Citizens are urged to ensure that their children only attend government-recognized universities officially opened by the State, and not engage with or participate in any education provided by illegal institutions. In the event of any information regarding the NUG-controlled illegal universities or related institutions, the public is encouraged to report it discreetly to the relevant authorities.
