To implement development initiatives for border areas and national races, the Central Committee for Development of Border Areas and National Races was established, with emphasis placed on promoting the development of border areas and national races.

Efforts must be made to narrow the development gap between border areas and regions in the mainland, effectively address the needs of local communities and ethnic people in border areas through development initiatives, and promote local production in each region to ensure food sufficiency. In addition, the progress and completion of development activities for border areas and national races must be reviewed and assessed on a sector-by-sector basis.

The measures to be undertaken include providing the infrastructure necessary for border area development; implementing village development projects that encourage strong public participation and establishing modern model villages; offering vocational training courses to support the livelihoods of rural residents; and implementing the Emerald Green Village Project and rural economic development projects to provide access to capital for those wishing to operate smallscale businesses.

Moreover, measures must also be undertaken to promote the development of border areas and national races, including designating special development areas; formulating and implementing short-term and long-term plans; and implementing the short-term and long-term plans approved by the Central Committee. Efforts must also be made to instil in ethnic youths in border areas a strong sense of commitment to preserving the Union’s non-disintegration, national solidarity and the perpetuation of sovereignty. In addition, alternative livelihoods must be established in place of opium cultivation by promoting agriculture, livestock breeding and cottage industries, while border demarcation posts and monuments must be preserved and maintained.

Operating under a 20-year long-term master plan running from 2011-2012 to 2030-2031, focusing on infrastructure, human resources, and socioeconomic elevation. The relevant ministries focus on building roads, bridges, communications, housing, and regional water and electricity supply in border regions and rural areas. Moreover, vocational schools (tailoring, automotive repair, electrical, welding, mobile repair) and training hubs are being operated under the Education and Training Department, including the University for the Development of National Races.

The Ministry of Border Affairs and the Ministry of Cooperatives and Rural Development are implementing regional development projects and rural development projects in various regions, townships and villages. In addition, they are deploying relevant officials to conduct field inspections and supervision down to the grassroots level to support local communities in education, healthcare, social affairs and economic activities, thereby providing assistance to the public and working for the benefit of residents.
