The Financial Commission held a meeting yesterday afternoon at the President’s Office in Nay Pyi Taw, with Commission Chairman and President of the Republic of the Union of Myanmar U Min Aung Hlaing delivering the opening and closing addresses.
The meeting was attended by Vice-Presidents U Nyo Saw and Nan Ni Ni Aye (Vice-Chairpersons of the Financial Commission), Union Minister for Finance and Revenue Dr Kan Zaw (Commission Secretary), invited Union Ministers, Union Auditor-General Daw Naing Thet Oo, the Nay Pyi Taw Council Chairman, and Deputy Ministers. Chief Ministers of Regions and States joined via videoconferencing.
In his opening address, President U Min Aung Hlaing stated that the meeting was convened to approve supplementary budget allocation requests for the Union and Regions/ States for the 2026-2027 financial year, and to endorse the 2026-2027 Supplementary Appropriation Bill for transmission to the Pyidaungsu Hluttaw.
He clarified that supplementary grants are strictly vetted to cover essential, unavoidable ongoing expenditures and projects where original allocations fell short, internal budget transfers were unfeasible, and General Reserve Funds (GRF) could not be utilized. These requests primarily targeted boosting production and the national economy, funding external loans and aid obligations, financing under-budgeted projects under the 2026– 2027 National Planning Law, and executing priority directives. He reminded departments that supplementary funds can only be spent after legislative passage, leaving roughly four months to execute works before the fiscal year ends.
Highlighting economic priorities, the President underscored agriculture and livestock as the bedrock of Myanmar’s food security, rural development, and GDP growth. He urged transforming the recommendations from the recent national workshop on agricultural development into actionable policies to expand agro-based industries, value-added products, and export reach. He also reaffirmed state funding commitments to education (noting the KG+9 baseline policy), nationwide healthcare, power and energy, industrial development, and the timely rehabilitation of transport infrastructure damaged by natural disasters and conflict. He urged relevant authorities to ensure full and accurate collection of projected tax revenues rather than raising tax rates.
Following this, Vice-Presidents U Nyo Saw and Nan Ni Ni Aye reported on the constitutional review of capital and recurrent supplementary allocations across Union-level entities, regions, and states, as well as adjustments to Union subsidies.
Union Minister Dr Kan Zaw presented vetted budget estimates, revised accounts, the state foreign exchange position, and the draft Supplementary Appropriation Bill. Further inputs were offered by Union Minister for Legal Affairs Dr Thida Oo and Union Auditor-General Daw Naing Thet Oo regarding future financial compliance and audit findings.
In his concluding remarks, President U Min Aung Hlaing announced the commission’s approval of the supplementary lists, state and regional subsidies, and the draft bill for submission to parliament. He urged ministries and regional governments to implement planned projects systematically and with full accountability, prevent financial waste, avert excessive year-end budget surrenders, and undergo strict audit oversight.
