The third regular session of the Third Amyotha Hluttaw continued for the third day at its building in Nay Pyi Taw yesterday morning.
Amyotha Hluttaw representatives discussed a motion tabled by MP Daw Khin Swe from the Magway Region Constituency 12, urging the Union Government to enact laws and rules for establishing an Insurance Guarantee Fund and a policy transfer protection mechanism so that insured citizens do not lose their rights when insurance businesses suspend operations or withdraw from Myanmar.
The Speaker of the Amyotha Hluttaw announced that remaining Hluttaw representatives will continue discussions over the proposal, replies from the Union-level dignitary and seeking the approval of the Hluttaw will be conducted on 28 September.
Furthermore, MP U Tin Myo Zaw from the Magway Region Constituency 2, MP U Thein Zaw from the Bago Region Constituency 8 and MP U Aung Thiha from the Yangon Constituency 5 raised questions on the settlements of flood victims, the fulfilments for students of Institute of Agriculture and Livestock (Thayawady), and the enactment of a contract farming law, implementation of agricultural public-private partnership projects and setting up of the agricultural data system.
Deputy Minister for Agriculture, Livestock and Irrigation Dr Ye Tint Tun responded that although the residents of Myaynu Village, Magway Township, have expressed their desire to relocate their village to another site from their current village land and, if permission is granted for the relocation, to regain the right to cultivate and make a living from approximately 410 acres of alluvial island farmland where they have been engaged in farming, further action regarding the cultivation and use of the alluvial island farmland must be taken in accordance with the provisions on “allocation of land-use rights for alluvial island farmland” prescribed in Chapter 12 of the 2012 Farmland Rules.
The deputy minister also replied that maintenance and repairs of the Institute of Agriculture and Livestock (Thayawady) and construction of buildings and the road in the institute will be carried out with respective funds in 2026-27 FY, and the institute will be upgraded to a degree college, with the plan to implement seven construction projects in 2027-28 FY.
He also explained that although it is not yet appropriate to enact a specific law on contract farming, the procedures currently issued are only general SOPs covering all crops. Therefore, if necessary, crop-specific procedures will be formulated and issued depending on the nature of the activities to be undertaken.
As MP U Ye Yint Soe Nyunt from the Yangon Region Constituency 7 raised questions, Deputy Minister U Bo Bo Kyaw replied that the excavation of the Khayu Creek waterway and repair of the Khayu Creek sluice gate in Okkan, Taikkyi District, was proposed for implementation, and funding has now been allocated under the 2026-2027 regional government budget (capital expenditure) with 100 per cent completion. He also clarified that a plan is underway to dredge Mwayni Creek in Paukkon Village-tract in Hmawby Township in the 2026-27 FY with the budget allocation of the region. He also responded that, to convey water from the Lagwunbyin Reservoir to the Lagwunbyin Water Treatment Plant near Thameegalay Village of Hlegu Township through a pipeline, a feasibility study will be conducted, followed by the preparation of engineering designs and estimation of project costs, with coordination among the relevant Union ministries under long-term plans to be formulated for the project.
The Amyotha Hluttaw will continue its session on 28 September. — MNA/TTA
