A meeting of the Leading Committee on the Implementation of the Recommendations of the International Labour Organization (ILO) Commission of Inquiry (CoI) on Myanmar was held yesterday morning at the meeting hall of the Ministry of Labour.
At the meeting, committee members discussed the measures being taken to ensure that workers enjoy the rights and benefits provided under labour laws in line with the recommendations of the CoI, arrangements for allowing workers’ organizations to be freely formed and operated, the resolution of complaints through the National Complaint Mechanism (NCM) for cases of forced labour, and Myanmar’s cooperation with the ILO on administrative matters as a member state. The discussions also focused on incorporating these developments into Myanmar’s progress report to be submitted to the 358th Session of the ILO Governing Body, scheduled to be held in November 2026. Union Minister for Labour U Khin Maung Soe said that Myanmar has been continuously implementing the recommendations and suggestions contained in the ILO Commission of Inquiry report.
He said that, despite Myanmar’s constructive cooperation as an ILO member state, measures have been taken against Myanmar based on one-sided accusations and misinformation, including the establishment of a secret monitoring mechanism concerning Myanmar and the convening of special sessions on Myanmar to adopt pressure-oriented decisions.
He added that during the 29th ASEAN Labour Ministers’ Meeting held in Thailand on 26 August 2026, he met with the ILO Director-General and discussed the decision taken against Myanmar under Article 33. He explained that cooperation between the ILO and ASEAN could contribute to positive developments for Myanmar and discussed the need for full support from ASEAN member states to enable Myanmar to resume participation in ILO meetings as a member state. The participants coordinated the discussion and the Union minister concluded the meeting.
