For buildings within Yangon city that do not have a Building Completion Certificate (BCC) and therefore have not yet been granted permission to use electricity, the Yangon Electricity Supply Corporation (YESC) and Yangon City Development Committee (YCDC) will jointly coordinate to review and take action on each case.

On 15 June, during the third day of the second regular session of the third Yangon Region Hluttaw, U Min Thein Htun, the Hluttaw representative from Mayangone Township Constituency No 1, asked a starred question inquiring about how the authorities would proceed according to the development law to provide electricity to residents living in buildings without BCC..

In response to the inquiry, U Myo Myint Aung, Minister of Development Affairs, replied that the two committees would coordinate and review each case accordingly.

The YCDC clarified that they inspect buildings within the city limits according to specified procedures before granting construction permits and issue the BCC after construction is completed.

Furthermore, the Minister explained that some buildings constructed without permits lack verifiable land ownership documents, and constructions on immovable land may lead to future ownership disputes, which is why construction permits and BCCs have not been issued.

However, to ensure fire safety and to address the social and economic difficulties of the residents, the relevant departments will coordinate to review each building and facilitate the provision of electricity meters accordingly.
