In basic education schools, measures are being carried out under the supervision of education officers at different levels to ensure that the teaching and learning activities of basic education students are not disrupted, to improve the quality of learning, and to ensure systematic compliance with school rules.
Using mobile phones during school hours can disrupt students’ learning in basic education schools. It may also give the impression that students are not paying attention to their teachers. In accordance with Myanmar’s traditional way of life, students are expected to study peacefully and quietly and to respect their teachers and follow their guidance while receiving an education. Therefore, the use of mobile phones that may disrupt teaching and learning activities and disturb the surrounding environment should be restricted and suspended during school hours.
School principals and teachers are issuing strict rules prohibiting students from bringing and using mobile phones during school hours and making arrangements to ensure that students comply with these rules. Students and their parents also need to understand that these measures are being taken in the interests of the students and should cooperate with teachers in implementing them.
In the technology era, digital devices such as mobile phones, tablets, iPads and computers such as desktops and laptops can be used to acquire general knowledge, study subjects related to school lessons, develop language skills, and learn about a wide range of other technology-related topics. The purpose of restricting mobile phone use is to protect children from excessive phone use and prevent negative consequences such as exposure to bad habits, inappropriate imitation, bullying or abusive behaviour among students, moral deterioration, unnecessary distractions during class, and neglecting the lessons being taught.
Although there are currently no provisions under Myanmar’s existing laws that prohibit or restrict the use of mobile phones by student children, legal protection and action can be provided in cases involving threats, harm or exploitation of student children through online platforms. Therefore, parents of students also need to understand the purpose of imposing strict restrictions on mobile phone use.
Although the efforts of teachers can effectively prevent students from using mobile phones during school hours, teachers, parents and students should work together to ensure that mobile phones are used beneficially outside school hours. Students should be guided in the right direction and encouraged to improve their knowledge and intellectual abilities in order to achieve more beneficial results in their academic sector.
