Security measures are essential for maintaining peace, stability, and the rule of law, which are fundamental for a nation’s development and prosperity. A society free from coercion, threats, and criminal activity allows people to enjoy the benefits of peace, which in turn fosters national progress.
On 18 February 2024, Myanmar enacted the “Private Security Services Law” under Section 419 of the Constitution of the Republic of the Union of Myanmar. This law is a key initiative to bolster public peace and security in response to rising threats such as terrorism and criminal activities that jeopardize national stability. The law aims to address the increasing acts of sabotage and violence that disrupt peace and undermine the rule of law across the country.
Currently, destructive acts targeting national stability are becoming more common. Terrorist attacks, often politically motivated, and different forms of crime are prevalent in various regions. These acts include violence that harms civilians, damages public infrastructure, and threatens private property. Terrorists have been attacking government buildings, residential areas, and villages with heavy weapons and bombs. They have also targeted non-military entities, such as cargo trucks, passenger vehicles, and residential buildings, all of which harm innocent civilians.
The government is working toward ensuring long-term stability by adhering to the Nationwide Ceasefire Agreement (NCA) and striving to end armed conflicts across the country. Efforts are focused on maintaining peace and the rule of law, with local militia groups playing a role in protecting regions where the rule of law is not fully enforced.
Given the increasing frequency of terrorism and crime, private security services have become necessary to collaborate with security forces for effective law enforcement and public safety. The Private Security Services Law supports national security and public peace by establishing a framework for private security companies to cooperate with government agencies.
This law aims to develop a well-regulated private security sector that can contribute to maintaining public safety and law enforcement. It focuses on improving human resources within private security services, ensuring international standards, and preventing misuse. Additionally, the law fosters collaboration with international and regional organizations to create a more structured, effective security system.
The Private Security Services Law is an essential step toward reinforcing national security, supporting the rule of law, and ensuring public safety through coordinated efforts between private and public security entities while collaborating with international and regional organizations regarding private security services contribute to creating a well-structured system.
