Both Myanmar citizen parents can register for childbirth abroad at the Myanmar Consulate-General in Chiang Mai or the Myanmar Embassy in Bangkok, Thailand, notified on 18 November.
Under Section 10 of the 1982 Myanmar Citizenship Law, children of both Myanmar citizen parents can be registered for childbirth abroad in a prescribed form within one year from birth at the Myanmar Embassy in Bangkok or the Myanmar Consulate-General in Chiang Mai.
Parents or guardians must register childbirth abroad by providing a copy of the birth certificate (notarized translation) and childbirth abroad certificate (citizenship form – Naing 8), passport copies of both Myanmar parents, copies of citizenship scrutiny cards, application forms and commitment of the parents. Consuls will forward it to the ministry concerned for approval according to rules and regulations. The embassy will proceed to childbirth abroad registration.
After childbirth abroad registration, they must apply for New Born Baby Passport at the Myanmar Embassy in Bangkok or Myanmar Consulate-General in Chiang Mai to reside in Thailand, along with appointment letter and application form (personal history form) attached photo, birth certificate copy (notarized translation into Thai/English), Passport copies of Myanmar parents and valid visa, copies of citizenship scrutiny cards and household registration copy of Myanmar parents, marriage certificate of parents, work permit copy and tax receipt if parents are working in Thailand,
The newborn baby passport application process might take about four months as the embassy or consulate general needs to report it to the Myanmar Passport Office.
When Myanmar parents want a child born in Thailand to be repatriated to Myanmar, they only need to seek a one-way Certificate of Identity (CI) with personal information and application form (with photo), childbirth certificate (Thai/English), passport copies of Myanmar parents and copies of visas and work permits, copies of citizenship scrutiny cards and household registration copy of Myanmar parents, copy of flight ticket, CI application form and commitment letter stating that there is no objection from another one to repatriate a child to Myanmar only if one of parents will come along with the child. The application form is available for free at the Myanmar Embassy in Bangkok, Thailand.
