THE 12th-day meeting of the Third Pyithu Hluttaw’s third regular session was held at the Hluttaw Building in Nay Pyi Taw yesterday, attended by Speaker U Khin Yi, Deputy Speaker U Maung Maung Ohn, and members of parliament. During the session, officials addressed six parliamentary questions covering youth development, infrastructure, land administration, national security, and resettlement, alongside approving amendments to political party registration rules.

Regarding youth affairs, Union Minister for Youth Affairs Dr Maung Thin detailed initiatives aimed at fostering culture-based civic spirit, job-readiness programmes, and vocational training, noting that more than 47,000 youths took part in various forums over the past year. He also highlighted rehabilitation efforts that have provided vocational skills to 400 individuals recovering from drug addiction to support their reintegration into society.

Addressing infrastructure concerns, Nay Pyi Taw Council Member U Khin Maung Latt explained that dredging, creek-straightening, and bank-retention works along Sinthay Creek have received budget allocations for the 2026-2027 financial year, with further flood-mitigation projects planned for 2027-2028.

Deputy Minister for Home Affairs Maj-Gen Min Thu answered multiple queries on governance and security. On land administration, he detailed the strict timelines for undisputed land lease grants following inter-departmental verifications, ranging from 32 days for plots under one acre up to 73 days for parcels exceeding five acres. Regarding acts undermining national sovereignty, the deputy minister affirmed that offenders operating from abroad are prosecuted under counter-terrorism, penal, and related laws, with authorities issuing Interpol Red Notices, revoking passports, and engaging international police networks under extradition agreements.

Turning to regional administration, Maj-Gen Min Thu clarified that while a dedicated central fund will not build a new Wa Self-Administered Division head office, the Shan State government has budgeted for staff housing in Matman for the 2027-2028 financial year. Regarding displaced populations in Shwebo District, he stated that ongoing security and counter-insurgency operations aim to restore the rule of law so residents can safely return home under regional supervision.

The Hluttaw concluded the session by approving the Fourth Amendment to the Political Parties Registration Rules, submitted by the Union Election Commission with two parliamentary amendments.
