The eighth-day meeting of the Third Pyithu Hluttaw’s third regular session was held yesterday at the Pyithu Hluttaw plenary hall in Nay Pyi Taw, attended by Speaker U Khin Yi, Deputy Speaker U Maung Maung Ohn, and MPs. During the session, officials addressed 12 parliamentary questions covering urban traffic, storm shelter projects, support for the homeless, civil service promotions, healthcare infrastructure, and rural road upgrades.
Deputy Minister for Transport U Aung Myaing addressed traffic congestion in Yangon, explaining that modern traffic controllers, footbridges with escalators, underpasses, and dedicated bicycle paths have been deployed as part of Smart City initiatives. He noted that the Yangon City Development Committee, in coordination with traffic police and relevant agencies, continues to manage road safety and urban transit through IT-based traffic control systems.
Regarding halted construction on four school-cum-shelters in Labutta Township, Deputy Minister for Social Welfare, Relief and Resettlement Dr Than Soe reported that contracts with non-performing firms had been terminated and eligible contractors blacklisted. He noted that remaining funds were returned to the National Disaster Management Fund, while the Ayeyawady Region government will arrange to resume unfinished sites using local rate tenders. Addressing homeless welfare, he highlighted rehabilitation programmes offering vocational and basic education, job placement with private enterprises, and ongoing legal action against organized begging rings.
On healthcare and staffing, Deputy Minister for Health Dr Aye Tun affirmed that civil service promotion exams for subordinate staff are held annually, with 253 staff promoted between 2021 and 2026 and the next round set for October. He also detailed ongoing maintenance at Magyipin Station Hospital in Ngaputaw Township, adding that a new operation theatre is slated for the 2027-2028 financial year. Regarding Tamu District Hospital, he said an emergency surgeon will be posted in October 2026, while essential cold-chain supplies and vaccines continue to be delivered via Kalewa and Tatmadaw helicopter support. He added that additional medical personnel will be assigned to Gangaw People’s Hospital once regional security conditions allow.
Deputy Minister for Cooperatives and Rural Development U Thike Soe responded to five queries on rural road developments across Danubyu, Zigon, Lewe, Kawhmu, and Shwebo townships. He outlined timelines for road-widening and macadam surfacing funded under Union capital and maintenance budgets for the 2026-2027 and 2027-2028 financial years, while clarifying that upgrades in certain sectors, such as Khuntaunggyi Village in Shwebo, remain deferred pending on-ground safety assessments.
The Pyithu Hluttaw session adjourned for the day and will resume for its ninth day on 1 October.
