THE Mon State Hluttaw on 12 June unanimously approved, without objection, a motion calling for effective action to prevent, regulate, and prohibit the excessively loud use of linked speaker boxes (speaker sets), which causes health problems and social disturbances for the public.

The motion was initially submitted by U Tin Yee, a Mon State Hluttaw representative from Bilin Township Constituency 2, during the second regular session of the Mon State Hluttaw held on 9 June.

Subsequently, during the Hluttaw session on 12 June, four representatives seconded the motion. Mon State Hluttaw Speaker U Thet Htwe also provided comments and recommendations, after which the Hluttaw unanimously approved the motion.

The motion’s sponsor, U Tin Yee, pointed out that the public is suffering health effects from the noise generated by linked speaker boxes. These effects include various ear disorders, hypertension, heart disease, an increased incidence of gastrointestinal illnesses, and other widespread disturbances that negatively affect people’s daily lives in various ways.

Regarding the newly approved motion, U Tin Zaw Tun, State Minister for Social Affairs, stated that the use of linked speaker boxes will be strictly regulated and offenders will be penalized in accordance with the Ward or Village -tract Administration Law enacted in 2012.

According to Chapter 7 of the law, anyone wishing to use a loudspeaker must obtain prior permission from the relevant Ward or Village-tract Administrator.

Under Sections 25, 26, and 27 of the law, anyone who uses a loudspeaker without permission and causes disturbances or health problems to the public may be subject to a fine, imprisonment for up to six months, or both.

Since the Mon State Hluttaw has approved this motion, the state government is expected to implement practical measures to prevent noise pollution and related hazards in wards and villages. — TWA/TH
