The second regular session of the Third Pyithu Hluttaw continued for the third day at the Pyithu Hluttaw building of the Hluttaw Complex in Nay Pyi Taw yesterday.

The third-day session was attended by 349 out of 351 Hluttaw representatives, accounting for 99.43 per cent.

At the meeting, Deputy Minister for Transport U Tun Lu replied to the questions raised by U Tin Aung Chit from Aunglan Constituency. He said vehicle registration renewal and driver’s licence issuance services for Aunglan District are currently being handled by the Thayet District office. Aunglan District, comprising Aunglan and Sinbaungwe townships, currently has 12,087 vehicles and motorcycles and 18,707 driver’s licences. Mobile field services for vehicle renewal and driver’s licence examinations are being conducted in Aunglan twice a month, totalling 24 times annually.

He further explained that during field visits by the Thayet District office to Aunglan District, insurance-related services are also provided together in a One-Stop Service system. At present, Aunglan District is still being jointly served with Thayet District under this One-Stop Service arrangement, and due to current restrictions on opening new district offices, there is no plan yet to establish separate district office in Aunglan District.

He also clarified the questions of U Kyaw Than from the Manaung Constituency, stating that in order for ATR 72- 600 aircraft to operate at Manaung Airport, the current runway measuring 4,500 by 100 feet would need upgrading. As the first phase, a 1,500-by-100- foot extension to the south and overlay works would be proposed for funding in the 2027-2028 financial year, and implementation would proceed if funding is approved.

He replied to the questions raised by U Sai Wun Sam from the Monghkat Constituency. He said there are two possible flood prevention methods for Tapmai Village. The first is to divert the Namhnon Creek by excavating a 1,260-foot-long channel through a high earth area opposite the village to straighten the creek and redirect water flow away from the village. The second is to directly protect the village with retaining walls along the creek bank, with about 650 feet of the section adjacent to the creek needing reinforcement up to the road level.

Therefore, The creek-straightening project near Tapmai Village will be implemented under the Shan State Government’s disaster prevention capital fund programme, and detailed surveys and measurements will be conducted so that the project can be prioritized in the nearest financial year.

Deputy Minister for Agriculture, Livestock and Irrigation U Bo Bo Kyaw replied to the questions tabled by Sai Tun Lin from the Mongnai Constituency, saying mechanized dredging and clearing works on 0.45 mile of the 5.1-mile section between the Kyutaw Dam and Fainglone Dam of Mongnai will be carried out within 100 days before the rainy season under the 2026-2027 Union capital budget. The remaining 4.65 miles will be proposed under the 2027-2028 Union capital budget or other suitable funding sources, depending on budget approval. Completion of the works can protect about 3,000 acres of farmland from flooding.

Of the five breached embankment sections of the Namhton Creek to talling 2,325 feet between the Kyutaw Dam and Fainglone Dam, 1,125 feet had already been repaired during the 2025-2026 financial year with funding from the Shan State Government. The remaining 1,200 feet at four locations will be reinforced in the 2026-2027 financial year using a Union budget of K120 million.

The reserve embankments from the confluence of Namhton and Namgmae Mann creeks have become lower over time, and upgrading works on the 1.37-mile embankment section will be proposed for the 2027-2028 Union capital budget or other suitable funding sources, depending on budget approval.

Similarly, embankment raising and dredging works along the 1.43-mile stretch from the confluence of Namhton and Nam Mae Mann creeks to the Nakhan-Haekaw road will also be proposed under the 2027-2028 Union capital budget or other suitable funding arrangements.

He also replied to the questions raised by U Thein Yi from the Htantabin Constituency, saying the project forms part of a 3.5-mile dredging project from the upstream section of the Thaephyu village creek to the Chaungthit Creek near Ywakantlant Village under the Yangon Region Government’s capital fund for the 2026- 2027 financial year. A contract will be signed with the winning tender company, and the project will be completed before the end of the financial year.

While replying to U Khin Htay Maung from the Pyinmana Constituency, he added that the Hnantaw Diversion Weir has already been constructed on Hnantaw Creek, but due to heavy sedimentation in the upper and lower sections of the weir and irrigation channels, dredging and repair works are necessary. These works will be carried out with Nay Pyi Taw Council funds during the 2026-2027 financial year.

Similarly, dredging, embankment repair, and irrigation channel dredging are also required at the Ziyine Dam, Kyauke Diversion Weir, and Kyakhat Diversion Weir located on the Ziyine Creek.

Therefore, repair works on these diversion weirs to ensure sufficient irrigation water for farmers will be proposed under the Nay Pyi Taw Council budget or other suitable funding sources for the 2027-2028 financial year, depending on the availability of funds.

Pyithu Hluttaw Speaker sought approval for the formation of a local and foreign non-governmental committee and its duties, authorities, rights, term and committee meetings, and the Hluttaw agreed to it. The 15-member committee was approved by the Hluttaw with U Thet Pon from Sagaing Constituency as chairman and U Tun Lwin from the ChaungU Constituency as secretary, together with duties, authorities, rights, term and committee meetings.

PyiThu Hluttaw Speaker proposed the formation of a health and sports committee, and presented the formation with 15-member led by Dr Myo Tun from the Lashio Constituency as chairman, and Dr Nay Lin from the Hmawby Constituency as secretary.

The fourth-day session will be on 8 June.
