JAPAN’S Cabinet approved Friday a bill to create a new government agency that will lead disaster response, recovery and reconstruction efforts under the leadership of the prime minister. After its likely launch later this year, the new agency will be responsible for drafting basic policies and plans as well as coordinating responses for large-scale disasters.
It would have the authority to urge other government offices to improve their disaster-related measures through strong recommendations. The disaster management agency would have a minister while regional bureaus are expected to open in fiscal 2027 or later.
A government official said that November is an option for the launch, which will depend on the passage of the bill during the current parliamentary session. The government aims to create an educational institution, tentatively called a disaster management college, for local government officials and others to receive training and conduct disaster-related research.
